How better to begin our meeting, than to have our good old pal, Firooz  GHAFFARI,   back with us to lead the salute to the flag.  Welcome back, Firooz!  John Sylvester  continued instruction to the newbies among us, as they try to master the words to the classic “Smile” song.  And Cindy Wemyss   suggested that if folks feel free to make mistakes and are having fun at work, then you have a real leader.  This was followed by the observation that kites fly highest against the wind.

PDG Dave Heagerty  presented Jean Newton Fraguglia with a beautiful   etched crystal globe award, in recognition of her teaching and arranging for others to teach their professions to a group of Russian nationals.

Announcements:

Dennis Young: now is the time to submit applications for LAREF gifts.  (Former recipients of gifts have been given an application automatically.)

Shoshana  Zimmerman: mark your calendar for the A Sante' function on November 3 at the Del Monte building in Sunnyvale.  Take a look at this.

Hugh Riddell: we need a part time soccer coach to fill in for Herb at Alta Vista for a while.

Bruce Cann: remember the Coeniquem Burn Clinic event in SF, on Friday, October 14th.  See Kailas CHIDAMBARAM for tickets.

Jean Mordo: Thursday, Sept. 29th, will be dinner and Rotary night at the Bus Barn to see Aida.

Also: our LARC Board will meet next Wed. the 14th at Heritage Bank.

Mel Kahn  fined four former and current mayors,   who had been quietly lurking at the zero $ level until now.  He also nicked a variety of Past Presidents.  President Marlene then presented official LARC jotters to the newest members of the President's Club.

Auctioneer Rick Glaze   repeated his successful auction of the District Governor's gift again this week, as the winner from last week, Mary Prochnow, donated it back to the club for a second go.  This time Past President Cindy Luedtke took home the prize.

KIM COPHER   auctioned her two tickets to the play called "Wicked", now playing at the Orpheum in San Francisco.  Spirited bidding produced a nice sum for the Hurricane Katrina Relief effort.

PROGRAM

President-Elect Sam Pesner   introduced Michele Tong of the California State Lottery.  She has worked for that agency for twenty years, and is currently sales manager for San Francisco, one of nine sales districts in the state.

Michele's presentation provided several interesting insights about the lottery.  Half of the proceeds go to pay the prizes to the winners; 35% goes to education; 6.8% to retailer bonuses and commissions; and the balance to operating expenses and game costs.  Annual sales of 3.65 billion dollars have produced a total of nearly 16 billion dollars for education since the program was enacted in 1984.

The most often asked question is "What happens to my winnings if I die?" (answer: they go to whomever you specified in your will.)

Michele   presented a dazzling array of statistics about the organization.  She mentioned that most winners don't want any publicity, but that the best way to avoid attacks by the press is to let the Lottery conduct one or two press interviews, where you will be asked "How did you pick your numbers; what will you do with the money; and can you adopt me?"

There are 550 employees working for the state lottery today.  They have over $500 million in unclaimed prizes, which represents about 3% of awards, considered to be a normal portion.

During the Q & A period, Lem Summey inquired as to what per cent of one's retirement planning should be allocated to proceeds from the lottery.  Michele mentioned that experience has shown that people play the lottery for the big prize, not for second or lower place awards, which is why those remain at considerably lower levels.  The largest payout in the state's history was $190 million.  We were each given a free lottery ticket, and President Marlene scored an actual $3 win, to round out the program.
