Information received from our District Governor Arlene Greenberg

Dear Presidents: You have all received information from Brad Howard regarding the Council on Legislation. This International meeting, held every three years, sets the course for Rotary. A piece of legislation that is being proposed is regarding Population and Development. The proposed legislation is a request to make it a standing committee of Rotary International.

District 5170 has been a leader in introducing Population and Development as an area of humanitarian service. At least 8 clubs have either originated Matching Grants or have partnered with sponsoring clubs. Grants have been completed in Mexico, Turkey, Egypt and India with funds from District 5170. And many Rotarians in our District have joined the Population and Development Fellowship.

Many in the District believe this is an area of service that deserves our attention. By discussing the prospect of making the Rotary Fellowship for Population Development a standing committee with your Club members, you not only raise awareness about this Fellowship, but have the opportunity to have input to the Counsel on Legislation regarding the status of this Rotary Fellowship.

I have attached two items: a letter from Jennifer Hendrickson, Executive Director for the Fellowship, and a form to request enactment by the Council on Legislation. To Establish a Standing Committee on Population Concerns of Rotary International

 

Proposed by the Rotary Club of ______________________, Rotary District___________

 

Whereas, the 1998 Council on Legislation, in Resolution 98-231, affirmed that Rotary should address the global population challenge and, thereafter, the Board of Directors adopted the Statement on Population Growth and Development, and emphasized Population Issues as one of the Menu of Service Opportunities, and

 

Whereas, the Rotary’s ability to succeed in improving the well-being of humanity and in stopping the deterioration of our global environment is directly related to population concerns in many parts of the world, and

 

Whereas, population concerns are directly related to the empowerment and education of women, to micro-credit and to safe motherhood, including voluntary counseling and testing for HIV/AIDS to prevent the transmission from the mother to child, and

 

Whereas, there have been an increasing number of Rotary projects addressing the population issue which would benefit from guidance from a continuous Rotary International committee, and

 

Whereas, this Proposed Enactment was brought before the 2004 Council on Legislation and, by motion from the floor, referred to the Rotary International Board of Directors, which took no apparent action on this issue in the past three years,

 

It is enacted by Rotary International that the Bylaws of Rotary International be, and are hereby amended to read as follows (MOP page 237):

 

Article XVI Committees

 

16.010 Number and Term

 

The Board shall establish standing committees on communication, constitution and by-laws, districting, election review, finance, Rotaract, and Population Concerns, as well as such other committees as it from time to time may determine is in the best interest of RI. The number and terms of office for the standing committees shall be as follows: (1) communications-consist of six members, two of whom shall be appointed each year for three years; (2) constitution and by-laws- consists of three members, one of who shall be appointed each year for a term of three years;  (3) conventions – consist of six members, one of whom shall be the chairman of the host organization for the annual convention; (4) districting – consist of three members, one of whom shall be appointed annually from the board for a term of three years, with two members appointed each year; (5) election review – consist of six members, each of whom shall serve a term of three years, with two members appointed each year, (6) finance – consist of six members, each of whom shall serve a term of three years with two members appointed each year; (7) Rotaract – consist of six members, each of whom shall serve a term of three years, with two members appointed each year, plus a minimum of three Rotaract members; (8) population concerns – consist of six members, each of whom shall serve terms of three years, with two members appointed each year. The number of members on the committees and the terms of membership, except for standing committees, shall be as determined by the board, subject to the provisions of section 16.050 below.  The board shall prescribe the duties and authority of all committees and, except for the standing committees, provide for the continuity of committee members from year to year.

 

PURPOSE

 

The purpose of this enactment is to provide that the Board will establish a Standing Committee on Population Concerns.
